When the governor finally decides to leave California, he wants to take all the money he can with him, thus asking the pueblos to pay taxes they no longer owe the Spanish authorities or risk being punished for their disobedience. Zorro, as always, has a plan and things seem to be finally heading in the right direction for the Los Angelinos. Until the new Mexican authorities arrive, that is.
