He has no paradise at the end of his journey. Nooj controls nothing. If he did he could have orchestrated his own Death long ago. One desert evening Nooj tries to brood but Paine won't let him. The Deethseeker has met the only person in Spira who can go tit-for-tat with his dry, sarcastic wit.
