Shinra doesn't need Reeve Tuisti to actually be an architect now that the Promised Land is in sight, so it's all espionage work with his robot Cait Sith, making sure AVALANCHE doesn't get too far ahead of them in chasing down Sephiroth. Which is fine. He's fine. It's not like he'd be tempted to defect for the charismatic Barret Wallace, especially after he gets stuck with babysitter duty for Barret's hostage daughter. He works for Shinra. He doesn't have to save the Planet. Right?
