Bucky's been touch-starved for 70 years so Steve thinks nothing of it when his best friend starts cuddling up to him as much as possible like a sad cat. The thing is, it's only something he does with Steve. All the others can see what's going on, try to nudge steve in the right direction but really, he's gonna need someone to spell it out for him before he clicks that the hand-holding, hugs, cuddles and general contact goes beyond friendship.

He talked about Bucky a lot... As much as Sam had listened to Steve talk about the Bucky from before, the impacts of their first meeting clouded his mental image of the other man. Sam thinks Bucky can't be saved. Steve knows he has to be.
