Summary
In the early-mid 80s a man known only as Arcade killed over a hundred people on multiple continents. His victims all had the same red mark on their forearm. Although the cause of death varied widely, this mark became known throughout the intelligence community as the Mark of Arcade. His downfall came at the hands of two child victims.
