The 5th Quarter Quell served as a reminder that children and adults worked together to organize the Second Rebellion, but even the strongest of the Districts failed in taking down the power of the Capitol. Thus, the announcement was made that the twist to this year's Games began with a tribute count of 52, as opposed to the usual 26 from the 13 Districts. Instead of a normal reaping, however, representatives of the Capitol will identify the 20 most-powerful individuals from each district- 10 youths aged 12-18 and 10 adults aged 19 or older. From each of those reaping pools, 2 tributes will be reaped. Thus, the 52 tributes that will compete in the 125th Hunger Games were composed of 2 adults and 2 youths from each District, all identified as one of the most powerful individuals of this District.or52 Dimension 20 PCs are reaped for the Hunger Games
