Tara Quent attends a meeting where trade representatives from the planet Rago II request urgent aid from the Icus Dofine Company in the form of food and medical supplies for their starving population. Like Tara, the inhabitants of Rago II are descendants of the Ubese race, a group of 'near humans.' Tara empathizes with the delegation but suspects they might use the aid as a cover to smuggle weapons to their defense forces in a bid to eliminate the Imperial troops on their planet. Her supervisor, Stuy Delmo, a fervent supporter of the Empire and Emperor Palpatine, aims to manipulate Icus Dofine into making anti-Imperial remarks for which he could be arrested. Ultimately, Dofine rejects the Ubese request, but overnight, the delegation negotiates with Dofine's staff to reach a compromise.
